Tancredo fits the definition of a fascist, yes. If he was in Europe, he'd be in the BNP or Le Pen's party.
To be honest he would be a neo-Fascism or typical of the European far-Right. He'd most likely be a UKIPer than a member of the BNP but I could easily see him fitting into Front National or the Freedom Party of Austria or Vlaams Belang. Anti-immigration, socially conservative, economically centre-right but doesn't really care about it that much, he basically is an American example of the European far-right.
