Depends what you mean by "totalitarian government." Option 1 basically amounts to primitivism (some form of property rights is necessary to incentivize production (including basic agriculture) or alternatively you can have the State force people to produce things, but without either you aren't going to get anywhere in terms of production) which would be horrible, but I would still rather live in a primitive commune than, say, North Korea. On the other hand, life in many modern dictatorships would be preferable to primitive anarcho-collectivism.

Why do you come to the conclusion that it's primitive?
Because production would be impossible. Why would a farmer grow crops he was no control over?

Well farmers would combine together and share tools but have there own land, similar to England before the forced takeover by nobles.
Sounds like private property to me.
