Also, does Marco Rubio and Jeb Bush differ on any major issue?

Jeb has a bit more of a spine.

Jeb has a bit more of a spine.
Not really, he keeps flip flopping on immigration.

Yes, that's why I said only a bit. Rubio has no spine whatsoever.

I think they will enter a deal for only one of them to run. Leaning Jeb since he has nothing to lose, whereas Rubio will make a once comfortable Senate seat competitive.

Rubio isn't in a comfortable position. This will be a swing seat if the Democrats down here decide to not be completely terrible, hopefully firing Tant for someone better.

And if I had wings I could fly. Wink
