For me, Chuck Schumer, quite easily. He's a big FF.

Not really he helped destroy the amendment process:

Despite Reid’s claims that he has been “very generous with amendments,” the number of amendment votes per year (not counting non-binding budget amendments, which by law cannot be limited) has declined from 218 in 2007, when Reid became majority leader, to 67 in 2013. Since July of last year, Republicans have been allowed a grand total of four amendments.

McConnell overall is still the worst for destryong norms, but yeah, Democrats aren't completely innocent either. I generall believe more bills from the other chamber should be voted on. Boehmer should have put the 2013 immigration and border security package on the House floor after it passed the senate with 68 votes.
