This was always likely to flip, though Cox probably seals the deal here. Safe Democratic. As much as Massachusetts is at this point.
I wonder whether Cox may have given Hogan a run for his money, if there was no term limit? Of course, Hogan would have been pretty safe in a general, though a Republican primary is a different story. And a closed primary prevents Democratic voters to help him out.
