Well I'm not completely sure, but we have a caucus on Tuesday to vote for delegates in each congressional district. Then Feb. 9 we have a primary. If any candidate gets over 50% they get all of the delegates for the primary. If no one gets over 50%, any candidate with at least 10% if guaranteed a delegate. One delegates will be determined on Tuesday than on Feb. 9. Paul is the only candidate to have delegates campaigning in all 7 CD's caucuses.

BTW, Paul is coming to Louisiana tomorrow and I'm off work, so I will be going to meet him (along with maybe a few hundred other people). He is the first Republican to campaign in Louisiana at least for a while.
