It's much easier to list the states that do. They are:

Arkansas
Colorado
Delaware
Florida
Nebraska
Nevada
North Carolina
Ohio
Virginia

I am not 100% sure about:

Indiana
Missouri
Montana
New Hampshire
New Jersey
Utah
West Virginia

There are 14 states that don't. I'm a moron for misinterpreting a Wikipedia article in the last post, sorry.

They are:

Connecticut
Idaho
Illinois
Iowa
Massachusetts
Minnesota
New Hampshire
New York
North Dakota
Texas
Utah
Vermont
Washington
Wisconsin

Puerto Rico does not have them, either.
