It's much easier to list the states that do. They are:

Arkansas
Colorado
Delaware
Florida
Nebraska
Nevada
North Carolina
Ohio
Virginia

I am not 100% sure about:

Indiana
Missouri
Montana
New Hampshire
New Jersey
Utah
West Virginia

michigan has term limits for governor, two terms.  Engler was allowed to serve 3 because the law was passed after he was elected.

There are 14 states that don't. I'm a moron for misinterpreting a Wikipedia article in the last post, sorry.

They are:

Connecticut
Idaho
Illinois
Iowa
Massachusetts
Minnesota
New Hampshire
New York
North Dakota
Texas
Utah
Vermont
Washington
Wisconsin

Puerto Rico does not have them, either.

Idaho did have term limits until 2002 when the legislature repealed them, the first state ever to do so.  Kempthorne has chosen not to run again though, "because the term limits were in place when he was elected."  Actually its because if he ran he's face a tough primary battle from Congressman Butch Otter and Lt. Governor Jim Risch.

NJ is term limited.

As a note, until the 1968 Constitution, PA governors were limited to one term, though the could relected after one term had elasped.  Today it's two.

IL is pretty much wide open for all its offices. No limits, leave it to the voters. Some municipalities have put in place term limits on their officials, the result is that the unelected staff has comparably more say in governance.

Obviously, we don't have them down here, although it is very unusual for any overnment not to win at least a second term, and very rare for more then 4 terms under the same leader.
