Hopefully they can get enough Republicans to avoid overriding Beshear’s veto.
Unfortunately to overturn a veto in Kentucky requires only a simple majority in both houses.

Budget bills in Kentucky have to originate from the Governor, so the legislature can't pass them over the veto. Rather the Governor proposes the budget the legislature voted on. The Governor also obviously makes appointments and has a pretty far ranging executive order power. Bevin was this able to push through some horrid things like his welfare work requirements that even most of the legislative Republicans didn't support. Beshear repealed them his first day in office.
