Tactically, yes, especially since Boehner and McConnell have both admitted that the GOP won't hold either branch come 1/3/09.

However, it's been 14 years since the Dems had complete control, so it's been largely forgotten by most voters (or not even remembered at all by most anyone under about 25).

Plus, it's be hard to argue that things are better today than they were in 1994.
