NBC says the Kansas race is too close to call but I really don't believe them. Probably just because theres no votes yet.

Too close to call means they can sort of see what things are looking like but a tie is possible within the confidence interval they're applying. If they don't have enough data to see anything meaningful then they characterize it as it too early too call.
