That is the official short title, not the full title.
Let me guess: "An Act to provide for the Government of Ireland."

Quite easy question here:

Name the only state to be carried with a higher percent of the vote than the District of Columbia in the same election and name what the two elections were.

Without looking, and making a guess, Utah, 1980, 1984?
