Correction: this is actually only for primaries. And it's mainly an attempt to blunt candidates who go through the signature gathering route that the Utah GOP central committee and party leadership hate.

I mean, to be fair, you should either have a primary OR a convention. Good on them for making their system less chaotic/convoluted

Ah that's too bad.

Couldn't the GOP itself set rules for its own party processes that forego the conventions, or would that violate state law?
