It's over 50% minority, though that would include Hispanics, African-Americans, Asians, etc. Whites may still be the plurality, I don't know.

About 48% non-hispanic white as of last ACS. Unless I've added things up wrong. Which is possible. And about 36% hispanic.

I think the 48% is Hispanic + Black.  Asians would likely put it over the top.

Amusingly, I have never resided in anything but a majority-minority Congressional district (though back in the 1980s, I'm not really sure).
