Actually remember that Palpatine got his start as a Senator from the Trade Federation and was an obvious corporatist. Naboo was quite poor too from what we saw. So it was basically a wealthy super-conglomerate oppressing a poor planet at the beginning.

Try watching to movie sober -- Palpatine was from Naboo and stood against the Trade Federation, at least in his public facade.  Privately, he pretended to be on their side, while personally, he was pitting the Republic's forces against the Federation's.  But he never publically represented the Federation in an attempt to oppress the poor of Naboo.  Nor do I think Naboo was all that poor -- that city was pretty freakin' impressive; the planet just happened to be populated by a race of Jar-Jar Binkses as well.
