No, the voting requirements shouldn't be raised.  And the poor (even if they're uneducated) have every right to vote, even if they don't vote the way Republicans want them to.  I'm not sure about illiteracy; I know that blind people can have their ballots read to them, and I think the same goes for the illiterate.  Not all illiterates are dumb or uneducated.  Some have serious problems like dyslexia, but are otherwise perfectly intelligent.
