Out-of-state adults of course can, but how many people outside of IA are visiting the state fair?
Probably a negligible number.
Hm, I think I have to disagree with you. I think about a third of those kernels were thrown in by non-Hawkeyes.

https://www.iowastatefair.org/about/fair-dates-attendance/The State Fair is Iowa’s largest event, annually attracting visitors from all over the Midwest, as well as the rest of the U.S. and many foreign countries.
Just over three million people live in Iowa, and just over a million visited the state fair last year. Something tells me that includes tons of outsiders from Nebraska, Missouri, Illinois, and Minnesota, but probably not a third. It'd be impossible to get a hard count.
Unless while in Iowa a bunch of them decided "well, now's my chance to vote in a real, competitive primary..."
