Hard to say. I'd pick Goldwater as 'most likely', but a lot of the might have been pretty good:
Hughes, Smith, Landon, Dewey, and Dole, to be exact, maybe Parker, Willkie, Cox, or Davis although i think they resonate 'mediocre'.

Willkie could have had a fun sex scandal or two, depending on exactly when he became President...
