Ambassador Paul Cellucci: Rudy Giuliani has the abilities and leadership that our nation needs. He did great under the pressure of 9/11 and I feel confident in saying that he is wholly capable of leading our nation no matter what the crisis.

Senator John Ensign: Governor Guinn was right when he announced his endorsement for Mayor Giuliani. He's the only candidate who can properly represent Nevada in the White House. I'm glad to join my name to those who, across the nation, have already joined Team Giuliani.

Former Governor John H. Sununu: I was George H.W. Bush's Chief of Staff for 3 years and during that time I worked very closely with the President and his predecessor, Ronald Reagan. There's only one candidate who emulates the ideals the both Reagan and Bush pushed for, and that's Rudy Giuliani.

Statement from the Giuliani Campaign

Mayor Giuliani would like to thank all those who came out and voted for him on the 14th. He scored impressive wins, by both popular vote and delegates, in both Nevada and Washington, D.C. These wins show that the Mayor's campaign is not on its final legs but that it is strong and ready to fight this fight until the convention. Although Senator Allen has a minor lead in the delegate count, it is not insurmountable and can easily be overcome with a strong showing on Super Tuesday.

Giuliani Endorsments


Representative Tom Petri: Some people doubt Mayor Giuliani's ability to win over the more conservative Senator Allen. I think that's a far stretch to make. I've had to work with Senator Allen and I do not feel that he can set aside partisan differences to properly govern our nation. That's why I'm backing Mayor Giuliani.

Senator Mike DeWine: My colleague, Senator Voinovich, backed Mayor Giuliani early on. I was a bit more hesitant and thought about supporting Senator Allen, we're close friends in the Senate. But the more I though about it, the more I agreed that Mayor Giuliani is only candidate who can bring jobs back to Ohio.

It has come to be obvious to me that there is only one Republican in this race that has the economic policies that will work in this country. That Republican is Governor Gary Johnson. As governor he fought for balanced budgets and fiscal responsibility, something I have been fighting for in the U.S. Senate. With his leadership and policies, America will prosper!

Pretty sure the turn doesn't end until midnight tonight.

That would be the most logical reasoning. But, because there is only "11:59 M EST" in NHI's post, the round could have ended a minute before noon today. But the midnight is the most likely.

Giuliani Campaign GOTV Strategy (February 15th-17th)

The Giuliani Campaign's GOTV strategy in Wisconsin relies heavily on resources from the International Association of Fire Fighters. Money from IAFF funded transportation shuttles from most University of Wisconsin Campuses and various Assisted-living communities to polling locations. Members of various local IAFF set up phone-banks in Madison, Milwaukee, Green Bay, and Kenosha to drive people to the polls. Vice President Dick Cheney was the campaign's liaison to the IAFF.

The Campaign mobilized the various Electoral Coalitions that have been formed in Wisconsin. Members of the "Veterans for Giuliani" Coalition, the "Students for Giuliani" Coalition, and the "Women for Giuliani" Coalition canvased door-to-door in Madison, Milwaukee, Green, Bay, Kenosha, Appelton, Waukesha, and New Berlin. Senator John McCain coordinated the effort, using residual contacts from his 2000 campaign to mobilize volunteers and staff. Congressman Tom Petri was also critical to the effort, using his knowledge of voting patterns and the Wisconsin populace to determine the most efficient ways to spend resources.

Senators George Voinovich and Mike DeWine used their existing campaign structures to spread campaign literature in Ohio on behalf of the Giuliani Campaign.

Senator Norm Coleman uses his existing campaign structure to distribute campaign literature and provide an email list in Minnesota on behalf of the Giuliani Campaign.

Governor Schwarzenegger and Governor Wilson use their existing campaign structures to distribute campaign literature in California on behalf of the Giuliani Campaign.

Statement from the Giuliani Campaign

This statement has two purposes.

First, to comment on the Wisconsin Primary. Mayor Giuliani preformed extremely well in the Badger State and would like to thank all those who came out and supported him. However, the results are too close to call it as a win for Senator Allen with only a .2% margin of "victory". The campaign plans to file paperwork in the Courts to demand a recount in Wisconsin, as it appears that there is a high likely hood that Mayor Giuliani could have won the contest.

Secondly, to comment on the Utah Governor's Race. Mr. Huntsman, a former Ambassador, is allowed to hold whatever political views he would like. It is clear from his endorsement of Senator Clinton that he is hoping to reclaim his Ambassadorship in the unlikely event she wins the Democratic nomination and then the election. It is for this reason of nepotism and politicking that Mayor Giuliani offers his endorsement to Governor Olene S. Walker for another term as Governor of Utah.

Giuliani Endorsements


Former President George H.W. Bush Rudy Giuliani is clearly the only candidate who can win in November and lead our nation effectively. He has proven himself on September 11th, 2001 and continued to grow as a leader since then. I feel that he is the candidate that can emulate the policies that Ronald Reagan and myself put into place.

Governor Tim Pawlenty George Allen is too conservative for Minnesota. He won't be able to represent this state well as President. George Allen won't be able to set aside his partisan differences for the better of the nation. That's why I'm supporting Rudy Giuliani for President.

Giuliani GOTV Strategy (Feb. 18th-24th)

The GOTV strategy for the Giuliani Campaign focused primarily not on getting people to the polls, but preparing them for Super Tuesday (except in Hawaii). The IAFF held massive voter registration rallies in California, Minnesota, Ohio, Massachusetts, and Maryland. The IAFF also used funds to distribute campaign literature to homes in California, Minnesota, and Ohio. Local IAFF members spent time canvasing neighborhoods in Honolulu, Los Angeles, San Diego, San Francisco, St. Paul, Minneapolis, St. Cloud, Akron, Columbus, and Cincinnati to remind people to vote, register them if they were not all ready registered, and hand out "Giuliani 2004" posters and flyers. Governor Schwarzenegger and Governor Wilson use their existing campaign structures to aid the IAFF in this effort, as well as co-ordinate between the IAFF and the Giuliani campaign.

The Giuliani Campaign used the existing campaign structures and mailing lists of Senators Mike DeWine (OH), George Voinovich (OH), Norm Coleman (MN)  and Governors Arnold Schwarzenegger (CA), Linda Lingle (HI), and Tim Pawlenty (MN) to provide information for phone-banks, mailing campaign literature, and canvasing neighborhoods. The resources of former Presidents Gerald Ford and George H.W. Bush were put to extensive use in finding donors and winning over the establishment.

As always, the Giuliani Campaign focused on big cities for its GOTV efforts. Large amounts of funds were used to prepare college students to get out and vote. Vans and cars were rented out in large cities so that the campaign or IAFF can transport college students, the elderly, or others who would not be able to make it to polls, to the ballot box on Super Tuesday. Special care was given to prepare to bring older Hawaiians to the polls on February 24th. Governor Lingle led the campaign's GOTV effort in Hawaii.

Minimal resources were spent in Idaho and Utah.


Statement from the Giuliani Campaign

Mayor Giuliani would like to thank all those in Wisconsin who helped with the recount of the Republican Primary. The results of the recount showed the race was actually much closer than originally called and puts the Mayor in a much better standing going into Hawaii and Super Tuesday. 5 votes is not enough to claim victory for either candidate and the campaign feels that it should be treated as a tie by both campaigns, voters, and the Party. Mayor Giuliani would also like to propose, to the Republican National Committee, a reform for the 2008 Primary elections: Anytime the margin of victory is less than 1% of the total votes cast in any given contest, the delegates be split evenly between the top two finishers in that contest. The Mayor feels that this reform, or one similar to it, will help ensure that the voices of voting Americans is heard fairly.

The Mayor would also like to announce that his is working on a minimum wage bill, to be released on March 5th, 2004, in conjuncture with Senators Voinovich, DeWine, Hutchison, and Coleman, as well as Speaker Hastert. The bill will be comprehensive and hopefully be appealing to members of both parties.

We can make the 21st Century an American Century if we invest in our youth, and their education, and we provide them with the best opportunities. I think that I can provide that, better than any other candidate, as President.

Q: You say you want the 21st Century to be an American Century. What do you mean by that?
A: I mean that I want the 21st Century to be dominated by America. American technology, American military advancements, American education, American growth. I want my grandchildren to look back on the 2000s as the American Century, the time when America was the global super-power that crafted world events.

Q: You're campaign ordered a recount in the Wisconsin Primary. You still lost, by a mere 5 votes. How do you feel about Wisconsin, and the campaign going forward?
A: I don't believe I lost Wisconsin. With a difference of 5 votes, in a state with over 5 million citizens, there was no winner. Senator Allen and I, for all serious purposes, tied in the Badger state. Going forward, I think we have a lot of momentum with us. We're leading in most Super Tuesday states, and the toss-ups look like they're within reach. I can see us winning 8 or 9 states.

Q: How do you feel, if you are the nominee, going into the general election?
A: I feel very good about the general election. I've held a lead of all the Democratic nominees through the entire race, although Senator Clinton is making some ground. No other Republican is doing as well as I am against Clinton, that should be the reason to vote for me - I can win no matter who the Democrats put up. I think that the length of our primary is hurting the Party's odds of winning in November. If the race goes on much longer after Super Tuesday we're doing nothing but hurting ourselves as a Party.

Wolf Blitzer: Let's bring in Mary Matalin, former counselor to Vice President Cheney and Political Director for George H.W. Bush's campaign in 1988. Now she's the Campaign Director for Mayor Rudy Giuliani's Presidential bid. How are you doing today?

Mary Matalin: I'm just fine, Wolf. Thanks for having me on the program.

Blitzer: Some people have questioned Mayor Giuliani's conservative credentials. How do you respond to this?

Matalin: Anyone who's read the Mayor's platform, rather than listen to the campaign rhetoric of Senator Allen, knows that he's a conservative. But that's not what's important. He's not running for the Conservative Party nomination He's running for the Republican Party nomination. No one can contest whether the Mayor is a Republican, that's what's important.

Blitzer: What about the assertions that the Mayor can't win traditional Republicans?

Matalin: That's just a flat out lie, Wolf. The Mayor has won more states than Senator Allen, he's received more votes than Senator Allen. He's won in cities, urban areas, and rural counties. Mayor Giuliani has shown that he can win a large number of votes in any state in any corner of this nation.

Blitzer: Let's assume polls carry on and Senator Clinton is the Democratic nominee. What makes Mayor Giuliani the best candidate, for the Republican nomination, to face her?

Matalin: He's the only candidate who can win in November. Senator Allen hasn't led Senator Clinton in the polls for months, and now he's trailing her. Mayor Giuliani has held a consistent lead and would lead by greater margins if the primary could get wrapped up. The longer the race is dragged on the longer the Mayor has to avert his attention from beating Senator Clinton. Carrying on the Primary much longer, after Super Tuesday, will do very little except hurt the party from holding the White House in November.

Statement from the Giuliani Campaign

The Giuliani campaign proudly thanks all those who came out an voted on the 24th, especially those who came out in Hawaii. Many are saying that the loss of Idaho and Utah are a sign of weakness in the campaign, but we are taking it as assign of our strength. Our internal polling showed the Mayor receiving barely 11% of the vote in Idaho and he over performed our own polls by 7%. We see this as a win, especially in a state that we didn't even contest. The Mayor congratulates Senator Allen on his win in Utah and Governor Johnson for his win in Idaho

OOC: I don't understand how Allen is doing do well in Minnesota. I've receive the endorsement of all major Republicans in the state, I've spent extensive time in the state, I've spent a lot of money on the state. Can you explain Allen's 2% lead?

Giuliani Debate Answers


Mayor Giuliani: Mr. Mayor, you've come under attack recently over concerns regarding your ability to unite the party if you win the nomination, with some conservatives saying they'll sit home or vote third party if you're nominee. How do you bring both moderate and conservative Republicans together?
- Should I become the nominee, my running mate will be from the more conservative wing of the party. But that shouldn't be an issue. We need to set aside our partisan divisions and focus on winning in November. We all believe in a limited federal government. We all believe in the rights of state governments. We all believe in lower taxes and more personal freedom.  These basic tenants unite us as a party and should be enough to bring all Republicans to the polls.
   Any Republican would want to fight the Democratic nominee. I don't know anyone, who calls themselves a Republican, who would support Hillary Clinton, Joe Biden, Dennis Kucinich, or John Edwards. The want to protect Republican values, the want to combat liberalism, should be reason enough for Republicans to come out and vote regardless of who the nominee for our party is.

To All Candidates: Support for the Iraq War continues to fall. As President what will be your policy for handling the situation?
- We must not be swayed by public opinion polls. Presidents have to make tough decisions, and many of them revolve around wars. Although the war may be unpopular, it's goals are admirable. Democracy. Civil rights. Voting rights. It's goals are the ideals upon which America was built. Freedom. Liberty. Equality. As President, I will work with my generals and my cabinet to ensure that these goals are accomplished and these ideals implemented. We cannot cut and dry leave Iraq now, nor will we under a Giuliani Presidency. Any withdrawal will be gradual and well planned out over the course of a year or more.
  Senator Allen said the goal of the War in Iraq is to capture Osama Bin Laden. That's just flat out wrong. Bin Laden is not in Iraq, nor has he ever been. The fact that Senator Allen said that shows that he does not understand the situation in the Middle East correctly. I understand the Middle East, I understand our mission in Iraq, and I understand our mission in Afghanistan. These are separate missions. The goal of the war in Iraq is to institute a stable, democratic government in place of Saddam Hussein. The goal of the War on Terror in Afghanistan is to overthrow the Taliban, create a stable and democratic government, and capture Osama Bin Laden. We must keep these missions separate, the entanglement of the two will surely lead to our downfall.

"Senator, I did not distort anything. Look at the transcripts. You made no mention of Afghanistan and the question was in regards to the War in Iraq. It's not a distortion or a distraction on my part, Senator, if your statements aren't clear. I simply pointed out the confusion of your response. The American people need to be sure where their President stands and they don't know with you, Senator. That's a serious fault in a candidate, a serious difference between the two of us. The American people know me, they know my positions, they know where I stand. Where do you stand, Senator Allen, other than 'Conservative'?

I've talked about every issue under the sun from abortion, to gun control, to foreign policy. I'm preparing a new minimum wage policy, I've expressed my opinions on abortion and gun control, I've even released my tax returns. I do speak a lot about foreign policy, because it's a critical issue in this campaign. The election, in November, will be decided on foreign policy. Yes, abortion and other conservative talking points may bring up tense emotions and get people into the polls but foreign policy will be the defining issue of this campaign. We cannot focus on these social issues if we want to win, as a party, and stay in the White House. You can bet Hillary Clinton won't be giving stump speeches on abortion, she'll be talking about Iraq and Afghanistan."
