What is the likelihood this will amount to anything?

His goal is to get the ROK to implement the same policy as PRC: ban all aquatics products.  Popular opinion on ROK is clearly for such a move but doing so will blow up Yoon's entire effort toward rapprochement with Japan and there is no way he will back down.  The main risk Japan is taking of course is that all this is likely to change after the 2027 ROK Prez elections.
