I imagine the high number of returning Obama appointees is because Hillary knows that McConnell won't give any of her cabinet nominees a hearing if Republicans control the Senate?

Yes there is concern among Democrats that might happen. Though an attempt is being made to prevent that by getting a couple more moderate Reps on board to pressure McConnell.

Those people (except for McCain, perhaps) don't really exist.
