I have a question about the NE gub run-off. I know in many runoffs, voters are only allowed to choose from the top two candidates from the original, but the ballot for this one allows for write ins and NOTA. Is this correct?

Sadly, yes.  In fact write ins caused another tie in the NE gov. run-off of June 2004.  There is almost no legislation regarding the run-off, simply that it must take place and when.  I looked long and hard for something saying that only the top 2 could be chosen, but no.

Well, the thing that made me ask the question is this:

In the case of a tie, all tied candidates are to run in a run-off election the following week to determine a winner. (IV, vi)

What if the same guy wins both Governor and Lt. Governor?  Does he get to hold both positions?

You know that's impossible, he'd have to choose one.

Who knows?  It depends what the southeastern constitution says.

Well, one thing's for sure.  You can't fault the SE for not having interesting elections.

Yeah, I thought the NE was stealing our title, but we're back, baby!

Two questions, just because I love the picky details so much:

1. Did the Southeast ever accept Puerto Rico as a part of its boundaries?

"The consent of the Regions being changed is required." (Article IV)

2. I don't see that a Gov or Lt. Gov must be from a SE state. Does anyone know if that is a requirement?

It didn't make such an acceptance AFAIK and I do not believe it is required by the Constitution.

The Fifth Amendment states:

The following clause is added to Article IV, Section 2 of the Constitution:

6. The Senate may by law admit new States to the Republic of Atlasia. The Senate may apportion this State to a Region and a District via proper legislation; however, the State shall still be liable to all the provisions of this Section and Section 4 of this Article.

The consent clause of IV,2,3 only applies when a State is being transferred between Regions, not when one is being added. This is textually backed up by the use of plurals - clearly when a State is added, it only affects one Region. Clauses 2 through 4 of IV,2 seem to describe one Region change procedure and are self contained, whilst clause 5 and the added clause 6 seem to describe other procedures.

Good to know, thanks! (constitution aside, though, it still seems to be the region should be allowed to have a say if a new state is going to be added to it.)
