I would probably say Rhode Island. While Vermont is a very liberal state, the right kind of Republican (possibly Jon Huntsman or Olympia Snowe) could possibly win it in a very strong year for the GOP and/or if the Democrats nominate an atrocious candidate such as Zell Miller. In Rhode Island, however, there are a lot of straight-ticket voters who will support the Democrats no matter what.
