(adding 100% of Nader's tally to Gore's)
Maine - Lincoln, Penobscot, Waldo
NH - Hillsborough, Rockingham
VT - Orange, Orleans
NY - Cortland, Dutchess, Oswego, Otsego, Saratoga
NJ - has been done
PA - none (there's only county that Bush won with under 50% of the vote, Monroe, and he outpolled Gore+Nader by 7 votes there)
OH - Columbiana, Harrison, Stark. Ottawa would be an exact tie

IN - Monroe, unsurprisingly
IL - Marion, Vermilion, Winnebago
MI - Alger, Gladwin, St Clair, Schoolcraft, Shiawassee
WI - 13 counties, which I don't feel like listing. Go to the 2000 results page. All the R40 shade counties except Manitowoc and Wood.
MN - has been done
IA - Fayette, Jasper, Palo Alto, Poweshiek, Warren, Winneshiek
In addition, Hagelin cost Gore Jefferson Co.
MO, ND, NE - none
SD - Nader not on ballot
KS - Atchison, Crawford, Shawnee

Of the top off mine, the Vermont ones, Jefferson IA, Albemarle and Fairfax VA, Missoula, and I'm fairly sure at least some of the Colorado ones.
