American Conservative Union gives a 2003 rating of 75 to Miller.  McCain has 75 as well, Lott has 89, Specter has 65, Ted Kennedy has a 10, and strangely Lieberman has a 0.

McCain is supported by liberals and Miller by conservatives.

The difference is that since they are both conservative, McCain has a large following among conservatives as well.
