State of Emergency

Due to the severe weather conditions predicted to affect the Region, specifically the National Weather Service issuance of forecasts indicating that all or part of the Northeast will be directly affected by a combined tropical and winter super storm, including torrential rainfall, strong winds, and potential coastal and inland flooding over a prolonged period of time; I am hereby proclaiming a state of civil preparedness emergency and request all necessary resources and support from the Federal government.  In addition, all regional work hour requirements are temporarily suspended until no earlier than November 14th, 2012.

All Northeast citizens are called on to take necessary action for the safety of themselves and their families.

I have decided to veto the Year Round School Act of 2012 and not let it move forward to a ballot referendum.  Before coming to this final decision, I once again reviewed the pros and cons of implementing this policy.  While there is apparently no consensus on the effects of year-round schooling, I concluded that our region will be better off in the long run if we direct our efforts and resources to alternative means of reforming our education system.  I hope to work with Representative Simfan34 and others to achieve common ground on this vital issue.

I have decided to veto the Securing Teacher Excellence Act of 2012.  The wording of this legislation is, I believe, too unspecific, as I am against teacher evaluations for the reason that it could potentially lead to abuse.  I have also reviewed former Representative Bore's information and concluded that requiring a higher education level for teachers simply will not fix the many problems with our schools.

Due to budgetary concerns, spending on the Northeast Children's Food and Words Program will be frozen indefinitely.

Will the "Gubernatorial Special Elections Amendment" be included on this weekend's ballot, or on the December ballot?  The constitution states that legislation approved before 12:00:00 am on the second Saturday in a month is included on that month's ballot.  The amendment was approved several hours later that day.  I suppose then, it would go on the December ballot?

Just wanted to get your opinion on this.

Hmm.  This, I'm not entirely sure about, because although the bill technically did pass before Saturday, it was not deemed pass by the Speaker until a few hours later.  I will have to ask him about this.

Hmm.  This, I'm not entirely sure about, because although the bill technically did pass before Saturday, it was not deemed pass by the Speaker until a few hours later.  I will have to ask him about this.

That's really where my concern stems from as well.  In my opinion, no bill is "passed" until stated so by the speaker - mainly because Reps. can still change their votes in that window between everyone having voted and the speaker making his declaration.

Actually, I think the voting deadline remains regardless of when the Speaker declares something passed, but I'm not entirely sure.  I may have to consult with the CJO if we're not able to find an answer to this.
