HP. He took "judicial restraint" to absurd extremes. Furthermore, his Fourteenth Amendment jurisprudence leaves much to be desired.

To that can be added the fact that most exceptions to his usual policy of judicial restraint were unsound.

But he had a lot of decisions he clearly didn't like, and that has to count for something. And for some time, he was the only thing denying Earl Warren a reliable fifth vote. I'll say marginal freedom fighter.
