I believe that the Earth is everyone's and no one should be forced to live where they don't wish to and that includes the right to act with in the civic life of what ever region a person wishes to live in. I also believe anyone who believes that humans should be restricted by literal lines on a map have no human compassion and are nothing more than bigoted idiots.

Simply being human shouldn't mean you have a right to expect anything from life... no matter what John Locke or the United Nations might have said. This attitude has been fundamentally corrosive to the principle of good governance and to human morality in general.

Tell me, what is the actual basis upon which human rights rest? The basis upon which the can be made effective for the the whole of humanity? I mean, the British government acts as the guarantor of my rights as a British citizen, but what body has the necessary power to make human rights more than meaningless words for humans generally?

Human rights are beyond politics and government. They are a categorical imperative.
