Currently the RCP average has Trump at 42.7 and Congress at 20.8. However, Congress's approval is trending sharply upwards as Republicans come in line, while Trump is... not having the same experience. I still think Trump will be better off, but I wouldn't be surprised if by 2018 Trump and Congress are both between 30 and 39% approval.

25% or so approval rating? More likely for Congress (which would be  an improvement for it) than for  Trump, whom I see unlikely to get that low unless he has already resigned.

If Trump has a lower approval rating than Congress, that reflects more on him than Congress. Congress's 'base' approval rating is lower because the nature of Congress is slowness, complexity, factionalism, and backroom dealing, and that is perhaps a good thing according to some, but people across the political spectrum dislike these characteristics a lot.

A good administration will be quick to respond, unified, and at least be perceived as honest, having the capacity to be seen as strong in ways Congress simply cannot be because of its structure set up under the constitution.

Donald Trump would have higher approval in 2018 rating than Congress because he actually gets things done.

Congress has a lower approval rating than certain types of STDs.

Maybe 06-08 when the Democrats had retaken control of Congress after 12 years in the opposition. Democrats taking back control of Congress against the tired,corrupt and disgraced Bush/Cheney administration was seen as a breath of fresh air by a lot of people.

Perhaps very briefly in early 2007. So I think it's more likely this happens for a hot second in 2019 if the Dems take Congress this time around.
