You wouldn't be able to clean up the Great Lakes like this at all. It needs to be employed on a smaller scale, specifically for phosphate problems. I identified the Grand Lake St. Mary's since that's the obvious problem, but there may be other small inland lakes where this makes sense. It's a niche solution that can't easily be scaled up.
It's as simple as digging a hole, having water flow into it and out of it slowly, stirring it, and removing the algae. That's the point: it's pretty much as simple a treatment plan as it gets.
Plus maybe in ten years, the algae might be worth something as a biofuel.
