I think it's fairly clear that any neutrality from a hypothetical SPD government in this period would be better written as 'neutrality'. In the early stages of the Cold War there was a view on the Left of the Left that it ought to be possible to build a third political block - a democratic socialist one - that would allow for opposition to Communism without subordination to America and to the capitalism that it represented (capitalism, remember, was almost entirely discredited in Europe in the immediate post-war years for very obvious reasons).
