I'd say LBJ. Going into WWI, WWII, and Korea was a necessity (in my opinion) but escalating the Vietnam War was a choice, not a necessity. As for Carter, Clinton, and Obama, they didn't start any wars. JFK did send American troops to Vietnam, but the amount was small (14,000) and American troops weren't really engaged in much fighting there until LBJ escalated the Vietnam War.

They didn't start any 'wars' exactly, but they certainly weren't entirely innocent either.

Carter's incompetent handling of the Shah of Iran's exile indirectly caused one of the worst diplomatic crises in recent history.  To make matters worse, Operation Eagle Claw resulted in the deaths of eight US soldiers, and ironically (albeit thankfully), none of the hostages were killed.

As for Clinton, surely you haven't forgotten Kosovo, or the bombing of the pharmaceutical factory in Sudan, or the beginning of routine bombing campaigns in Iraq?

Of course, it's too early to judge Obama, but things haven't been looking good so far.

Yeah, Clinton was definitely quite hawkish. Bosnia, Kosovo, the no-fly zones etc.

Yes, but I'm talking in terms of actual policies, not campaigns. Bush Jr. ran a comparatively dovish campaign back in 2000 but ended up being very hawkish. Thus I'm still going with LBJ.

I dont think escalating Vietnam necessarily makes him more hawkish in policy than Wilson.
US casualties in World War I were greater than Vietnam. In addition with Wilson you had invasions of Mexico, Haiti, Honduras, Guatemala, Dominican Republic, Cuba, and Russia.
