How can the president continue to give money the congress hasn't appropriated?

Like Trump cares about proper procedure. He legitimately thinks his executive orders accomplish what they're supposed to and solve everything. He might as well sign an executive order declaring that the economy is back to full employment and that the pandemic is over.

Democrats could've just agreed to the GOP plan and taken a small L but they always dig in their heels at the wrong time. At this point they just handed Trump an easy win and huge PR victory. Honestly they deserve to lose. It really is crazy how bad they are at this.

The EO's won't make much difference, if any at all.

Yes they will. Americans don't read fine print.

But they also easily forget things that don't tangibly affect them, and these Executive Orders aren't going to do anything soon enough for Americans to remember them come election day. These aren't even going to be on the media's radar while coronavirus deaths have climbed into exceeding 160,000, Biden's upcoming running mate announcement, and the conventions. Not to mention Trump's inability to resist saying and doing stupid s*** all the time.
