https://www.cnn.com/2020/08/07/politics/stimulus-talks-coronavirus/index.html

"Negotiations over the next stimulus package intended to bolster the economy and help struggling Americans pay their bills have stalled on Capitol Hill with Democrats and Trump administration officials walking away after talks broke down on Friday and devolved into partisan finger-pointing.

No additional discussions are planned after nearly two weeks of daily meetings, and lead White House negotiators Mark Meadows and Treasury Secretary Steve Mnuchin say they are recommending President Donald Trump move ahead with a series of executive orders aimed at extending the federal moratorium on evictions, continuing federal unemployment benefits and suspending the payroll tax.
"(We) will recommend to the President based upon our lack of activity today to move forward with some executive orders," Mnuchin said Friday.
The executive orders are expected to meet fierce resistance from Democrats who plan to challenge them in court. Democrats warn that executive action taken will be insufficient to address the extent of the economic and public health crisis faced by Americans during the pandemic."

How can the president continue to give money the congress hasn't appropriated?

Like Trump cares about proper procedure. He legitimately thinks his executive orders accomplish what they're supposed to and solve everything. He might as well sign an executive order declaring that the economy is back to full employment and that the pandemic is over.

Also from the article,
Quote
The President said the executive orders could get signed "by the end of the week." A White House official confirmed to CNN that Trump was not expected to sign any executive orders Friday night on Covid relief.

Because the President, despite having been in office for over three years, still doesn't have a basic understanding of how the American government works.

The Republicans made the talks fail on purpose to try and make Cadet Bone Spurs look stronger.

So Trump gives his unconstitutional executive orders, and what happens next?  He has no more right to appropriate funds for stimulus than I do to buy a Ferrari.

America increasingly reminds me of the Weimar Republic where the Reichstag was completely dysfunctional due to the Nazis and Communists and there was a depression on, so Bruning kept invoking Article 48. After a couple years, the logic became "If the Reichstag isn't doing anything anyway, what's the point of it?"

There is just one way to fix the mess: Vote Republicans out. Not just Trump, but Republican senators up for election. They have proven once again that they're utterly incapable of running the federal government. A Joe Biden presidency and Democratic congress can get things done and rebuild the economy in a better way than before. Uncle Joe has done it once with Obama, he'll do it again.

Trump might be able to legally defer collection of payroll taxes, but actually spending unappropriated money is constitutionally impossible.

And I know it has been repeated many times, but remember how Republicans would furiously jump-up-and-down about "Obama's over-use of EO's"? And how it was "unconstitutional."
Where are these moron's now?
Literally, every other word during a press-conference from the Orange Buffoon is "Executive Order this" and "Executive Order that."

People are just going to just love the 1000 dollar tax bill they are getting in April.

President Trump on Saturday signed several executive orders that he said would provide economic relief to millions of Americans, moving forward after talks with Democrats faltered.

One of the executive orders would aim to provide $400 in weekly unemployment aid for millions of Americans whose $600 in weekly benefits expired last month. But some of this money would be required to be paid by states, many of which are already dealing with major budget shortfalls and have pleaded with Congress for more aid.

Two of the other executive orders would relate to eviction protections and student loan relief.

And the fourth executive order would seek to defer payroll tax payments from August 1 - retroactively - through December for people who earn less than $100,000. He said if he wins reelection he would seek to extend the deferral and somehow “terminate” the tax. The tax funds Social Security and Medicare benefits, and it’s unclear what will happen to those programs without the money.

I guess Trump has finally figured out he didn't need that silly old Congress thing after all.

He signed an executive order 'telling' states to give unemployed folks money and another retroactively defers the payroll tax through December? (I wonder why he chose December? what happens in November? hmm....) What a pathetic joke.

I find it funny that Trump is signing EO's that would implement policies which Warren has most-strongly pushed for. Sure, Trump's are obviously watered-down, but still, what does that say for the commentary (unsupported by the polling data) about how picking Warren for VP would scare off moderates or some such nonsense?

Yes, let's sit here & keep wringing our hands about how she's a risky pick while Trump signs somewhat-liberal EO's as the head of the Republican Party because we should totally operate in fear instead of being as bold as the moment we're in demands.

No, it's strictly under Congress's control.  From the Constitution, Article I, Section 8, Clause 1:

The Congress shall have Power To lay and collect Taxes...

Of course, Trump knows next to nothing about the Constitution.

Also...

Smart move to prompt Pelosi,  I was never a Pelosi fan anyways, since I lived in her district and she has the highest homelessness in the Tenderloin district.  It's not a meat market, but a homelessness district.

The president doesn’t have unilateral power to do what he wants. Unless you’re ok with that, then Biden can issue the seizure of guns in a few months, ok?

And he isn’t doing that. He’s basically just saying that we are turning the pandemic response into free money and cutting social security. It’s a peek a boo game.
