This is such a massive overkill and is only going to make things worse.
They're probably just using it as a staging ground and it makes perfect sense. That's probably the area with the most open parking in Minneapolis has easy access to almost anywhere in South Minneapolis. If any unrest broke out it'd be the most convenient place to deploy from.
