Count starts at 8,30. The result probably won't be in till the afternoon as there's a lot of ballots to count.

There were some local by-elections in London counted this morning. Solid Tory holds in Hale and Millwall, a Labour gain (off LibDem) in Weavers.

Bearing in mind how well the Tories did in places that are most like London... um... Johnson to win, sadly.

According to The East London Advertiser it's neck and neck; Livingstone leads in City & East and Greenwich & Lewisham, while Johnson leads in Havering & Redbridge and Bexley & Bromley. And the Labour candidate is leading in the GLA election in City and East.

Did you expect Livingston to struggle in either City&East or Greenwich&Lewisham?..

Of course not and nothing I wrote indicated otherwise.

Plenty of rumours flying around. Not sure when the declaration will be, might be quite late.

First result:

Bexley and Bromley

James Cleverly (C) 105,162 (51.8%)
Alex Heslop (Lab) 29,925 (14.8%)
Tom Papworth (L Dem) 21,244 (10.5%)
Paul Winnett (NF) 11,288 (5.6%)
Ann Garrett (GP) 9,261 (4.6%)
Mick Greenhough (UKIP) 8,021 (4.0%)
John Hemming-Clark (Ind) 6,684 (3.3%)
Miranda Suit (CPA & CP) 4,408 (2.2%)
Steven Uncles (EDP) 2,907 (1.4%)
David Davis (LL) 1,050 (0.5%)

Tory majority c.38%, was 21% in 2004. About 40,000 more people voted for Cleverly than Neill. And Cleverly is black and this is Bromley.

There are rumours that Bob Blackman (the Tory incumbent for Brent & Harrow) may have lost.

After 2 areas... has UKIP simply evaporated into thin air?

Remember; there were European elections also in 2004 and they got a lot of media attention.

They actually gained three seats, net, in local government across England last night. Don't ask me how or why.

Local elections are often about personalities and so on. I think one area where they do well in local elections is Dudley MBC, where they function as a sort of BNP-lite.

Constituency Forecast (based on Bexley)
Con 12 (+3 on 2004)
Lab 1 (-4 on 2004)
Lib Dem 1 (+1 on 2004)
Lol. Labour already have three or four...

Btw, here's City to Dagenham:
John Biggs      The Labour Party      63,635      33.97%
Philip Briscoe    Conservative Party    32,082    17.12%
Hanif Abdulmuhit    Respect (George Galloway)    26,760    14.28%
Robert Bailey    British National Party    18,020    9.62%
Rajonuddin Jalal    Liberal Democrats    13,724    7.33%
Heather Finlay    Green Party    11,478    6.13%
Thomas Conquest    Christian Peoples Alliance and Christian Party    7,306    3.90%
Michael McGough    UK Independence Party    3,078    1.64%
Graham Kemp    National Front    2,350    1.25%
Michael Gavan    Left List    2,274    1.21%
John Griffiths    English Democrats    2,048    1.09%
Julie Crawford    Independent    701    0.37%

Ouch.

Biggs winning by more than 15% means that I've won a bet. Excellent. I believe that I shall be given a pack of biscuits tomorrow.

Anyway.

I've got mixed feelings about this. On the one hand I don't like the fact that Johnson (who I think is frankly dangerous*) has won, I don't like the fact that he'll be running a large city for four years or so, I don't like the result for several other reasons... and I think I'll be avoiding reading any media coverage of the election in case I go mad and actually kill someone.

But... all the same I've never liked Livingstone (despite his decent record as Mayor), mostly for the stuff he got up to in the '80's (the way he became leader of the GLC was bad enough, but the (eventually successful) campaign to oust Reg Freeson and take his seat in the Commons will in some ways damn him forever in my strange little book), but some recent stuff was... less than palatable as well. I'd have voted for him if I were a Londoner, of course, but I can't bring myself to feel sad for him.

*I hope to be proved wrong about that.

I was reading an article from The Guardian and it said that one shadow minister said that Johnson's victory as Mayor of London was like "the march on Rome in 1922". Who said that, as I am quite curious to find out whom.

I'd definitely believe it of someone like Ann Winterton, who used to be a shadow minister.

Ann Winterton makes Mussolini look like a pinko

All I'm saying, is try living outside a city as I do, that has been stripped of its suburbs; the people who commute to the city, work in the city, use their parks and leisure facilities, transport and amenities and consider themselves part of the city but don't pay a penny towards it while those who do pay higher council tax rates. Yes the city is 'socialist' in perpetuity as a result, but it struggles and the poorest end up subsidising the well to do who live outwith the boundaries.

...the flip side of that is that in a larger authority the city proper can end up getting badly screwed over by suburban-based politicians with suburban concerns (this is what happend when Cutler ran the GLC, btw. And is happening on several councils at the moment). Personally I think the only logical solution is to totally re-work the way local government works, but no one has the stomach to do that... even though "everyone" knows that the current setup is a total joke (though better in London than elsewhere due to the boroughs system. The boroughs themselves are too large though...)

Labour, the LibDems and the Greens have come to an agreement on the GLA. Jenette Arnold is to be the chair (heh), Darren Johnson the deputy chair (heh).

This means that Johnson will not have a majority on the GLA. Which doesn't matter all that much as it's largely a scrutiny body.
