B obviously, though unfortunately in our Police State the government often intervenes with force upon guy B's behalf (since he is usually the richer one).

Both, given that it's directly B's problem, since he's going to want his money back, and that A is probably going to indirectly get a problem of equal or greater magnitude from that fact if B decides he's not going to wait any longer.

If B decides that he doesn't feel like getting the money back, then it's purely B's problem, but not unless that point is true.
