Assuming that the only changes from the voter list are the four people listed in the first post, we have 115 voters which would ideally be 5 districts of exactly 23 voters. Howeve,r that also requires a discontigous district in the northeastern area of Atlasia. The following is a reasonably good map with a minimal number of chages from the current districts.
District 1 - 24 voters, 4 States DC, MD, PA, VA
District 2 - 22 voters, 9 States CT, DE, MA, ME, NH, NJ, NY, RI, VT
District 3 - 23 voters, 10 States IA, IL, IN, MI, MN, ND, OH, SD, VI, WV
District 4 - 23 voters, 13 States AK, AZ, CA, CO, HI, ID, MT, NM, NV, OR, UT, WA, WY
District 5 - 23 voters 15 States AL, AR, FL, GA, KS, KY, LA, MO, NC, NS, NE, OK, SC, TN, TX
However, if history is any guide, this map made from data 10 days prior to the offical census date will probably be useless come July 1.
