Joaquin has a lot of rural counties where the GOP piles up huge pluralities, plus some relatively populous counties that go GOP as well; once the Bay Area is taken out, it leans GOP.

The Bay area has about 7.5 million people. Sacramento has about 1 million. Those obviously have to form half of Joaquin, and then there's still Napa valley, Santa Cruz, Monterey.

As for Central Valley, it's not hardcore Republican, anyways.

The Bay area, including the surrounding counties are in the Bay State.  There is on fairly populous county out ther, but it went Republican in the last two elections.  All the really heavily Democratic areas is in the Bay state.
