The Bay area has about 7.5 million people. Sacramento has about 1 million. Those obviously have to form half of Joaquin, and then there's still Napa valley, Santa Cruz, Monterey.

As for Central Valley, it's not hardcore Republican, anyways.

The Bay area, including the surrounding counties are in the Bay State.  There is on fairly populous county out ther, but it went Republican in the last two elections.  All the really heavily Democratic areas is in the Bay state.
