Miller would take DC because they blindly vote Democrat.  Chafee would take New England because many new englanders are not tied to a party, but rather an ideology.  In NY, party ID might be enough to carry Zell to win it.  PA would be a Zell Miller stronghold as he wins the conservative vote and the blind party vote.  MD, DE, and NJ would vote Chafee by smaller than usual totals.  OH, WV, IN, KY, and IL would be Zell Miller and Miller would sweep the south. The Midwest and Southwest would vote Chafee and the Left coast would join them. The Mountain West would be interesting due to the large number of libertarians and blind GOP voters.  Chafee would have a chance in MT, ND, and SD plus a win in CO.

And?  Lugar wouldn't run on the democrats ticket, nor would Nelson run with the Republicans.

Well, one thing is clear - they wouldn't vote for Zell Miller.

You overestimate party voters.  GOP party voters in the south and mountain west would make those areas close, while Democratic party voters in PA, NY, NJ, IL, and MD would make those areas close.
