No, especially not at colleges and universities. As far as high schools and below, it would depend on the particular school - there's certainly cases for it at some schools, but for others it's unnecessary. A reasonable dress code is sufficient for most schools.

Actually, The concept of the uniform would me more of pop culture here than anything else. I mean, look at Japan, and the fetish for schoolgirls.
