Honestly, I not on the stump about it one way or the other, but if you are the type of person who is seriously going to be distracted by a woman whose manner of dress exposes something here or there, then that says more about your level of maturity than that of the woman.

At work: Allowed? Yeah sure. Is it appropriate? No, probably not.

At school: I think it's up to the school board, or the institution if it's private. I personally support uniforms.

At my school, some girls used to have their midriffs exposed. Some of them were kinda hot. However, I think they implemented a new policy at my school that prevents girls from doing that anymore. As for work, I never saw a woman expose her midriff in a professional working environment.

Not many.  Corporate culture tends to be pretty conservative.  I know a girl who wasn't hired solely because she had a visible tattoo on her ankle. 

Clothing that exposes one's midriff sounds like the kind of thing that's quickly reigned in.
