Two things

1. We are trying to minimize the number of county cuts. I get that it was done in the name of pop equity, but you are allowed a +/- ~3000 pop div so use it! I drew up a map with 7 cuts, someone further in the thread had one with 9/10, DKE had one with 12 - try pushing all the chops into one county to reduce the number of counties cut.

2. Ideally, you should not chop any lower level authorities like cities and townships. I am 99% certain your map chops Pittsburgh...

It may have its faults, but it's still far better than the map produced by the PA GOP. At the minimum, there should be some territory swapped between the successors of PA-05 and PA-09 to make them somewhat more compact.

Thats not saying much - ~90% of maps are better than both the previous map and the one the legislature just drew. So far: I have yet to see a map that tops the one I previously drew:

I somehow got DRA access again long enough to draw this.
I was largely inspired by Oryxslayer's map.
No townships or Philly wards were split anywhere in the Commonwealth.

I can't tell by looking at the maps as they are, but do those maps keep Pittsburgh whole? Pittsburgh should be entirely contained within one district.

It seemed to me that some here were actually defending the monstrosity that came out of the PA GOP. I think there a few things to look for in a fair PA map: two Philly districts entirely within the city, a Bucks County district, a MontCo district, a DelCo district, a Lehigh Valley district, a Scranton/Wilkes-Barre district, a Lancaster district, a Pittsburgh district, and so on.

The map I just made has an all-MontCo CD, but the cost of that is a tiny chop of Chester County.

I wasn't arguing against your map per se, but I am concerned it has too many county splits. I think your map is the first I've seen that has a compact central PA district with Centre County as the anchor (despite being overwhelmed by different partisan/political interests). I can't say I don't like it though.

This diagram perfectly illustrates my thoughts on the GOP map:

https://www.washingtonpost.com/amphtml/news/wonk/wp/2018/02/11/pennsylvania-republicans-have-drawn-a-new-congressional-map-that-is-just-as-gerrymandered-as-the-old-one/

It's a partisan gerrymander without the insane lines.   You can't get those results without having partisan intent.

Can I say I called this? I guess not, b/c this was always incredibly likely. Such a seat would be over 55% WVAP, with the rest divided between 18/18/8 AA/His/As. If Brady was still around, he would have loved the seat.

It's a partisan gerrymander without the insane lines.   You can't get those results without having partisan intent.

This illustrates one of the more amusing aspects of computer-assisted gerrymandering. Computer map neophytes let the program get every possible decimal point of PVI they can. they gerrymander to improve a map from R+3.04 to R+3.16. Yet a little research would show that a typical CD will move by far more than that just in the 2 1/2 years between the census and the first general election with new districts. So there are all sorts of erose features that really amount to nothing in elections. That's why the PA Pubs can get essentially the same result as they did initially without the contorted shapes.

So still no decision yet from Governor Wolf. My guess is he waits until the last possible second on Thursday to veto, which would give the legislature zero time to try a veto override before it kicks to the PASC.

This is my present thinking as well - A pseudo-"Pocket Veto."

The map hasn't even passed yet. How can he veto a bill that hasn't been passed? How can that veto be overridden? All this mess just because the court order uses the word "submit" instead of "pass and sent"

That's Good. It was a horrible map, and Wolf's decision was expected.

By the way, would you guys consider a 7-11 map to be "OK" or would it have to be 8-10 or better?

That's Clinton-Trump,or D-R? A better way to measure this would be D-R-T with T standing for tossup seats between D+2 and R+2. This is because The Lehigh Valley seat, the Wyoming Valley seat, and the Bucks seat are all always going to be in the T catergory, and fit there better than any of the other two. With that in mind, a 5-9-4, 5-8-5, 6-9-3 or any real combination like that should be acceptable.
