I don't see why we shouldn't allow them to report crimes. If an illegal immigrant witnesses a kidnapping, should they not be allowed to report it? I'd say the kidnapping victim is far more important that deporting a single illegal immigrant in that kind of situation.

Uh, yeah, so? Deporting them would make it against their interests to report a crime - deporting them would be punishing them for making the report, hence it would be pretty much the same as banning them from reporting the crimes.
