As an aside, today all the downstate Illinois districts you drew would be Safe R except the 21st. It is impressive how quickly this area has changed sides.

The 18th wouldn't be safe R, Id guess its around Trump +6 or so.

Well yeah that Central IL district is about neutral ish with regards to trend with half rurals and half collegetown/more educated towns.
