Why is MD-01 and MD-06 so conservative?

MD-01 has more in common with white parts of the South than with the rest of the state, and Western Maryland is basically West Virginia. And as Weatherboy said, MD-06 is a Dem district because it was gerrymandered to include liberal DC suburbs.
