My favorite 'Star Wars' character. However, him being brought back for 'The Rise of Skywalker' was a forced (pun not intended, this time) piece of hack writing. He was entertaining to watch, sure, but he also served as a reminder of how poorly planned out the sequel trilogy was.
Also I must say that I hate that "Sheev" is his official canon first name. I don't know why, I just don't like it. I preferred him having only one name like Prince, it added to the mystery behind him. But then again, maybe learning more about him could be compelling. I think a standalone origin story film of a young Palpatine's rise to becoming a Sith Lord and Naboo's Senator would be interesting. I don't think Lucasfilm is bothering with anthology films anymore though, which is kind of a shame because I could picture a Scorcese-esque film in the 'Star Wars' universe coming out of it.
