Yes, it is amazing how a district containing the state's most populous counties won't go Democratic.

Even William didn't win this district.

Wrong.  Try again.  Its the most densely populated part of the state dude. 

It may have something to do with how the most significant barriers in human geography are physical ones.  People living on different sides of mountains tend to be very different from one another, and AR-03 can probably be described as more Midwestern than Southern.

Three is full of socons and is very similar/votes very similarly to Oklahoma, especially places like Tulsa/OKC.

Your comparison is apposite.
The last time Benton County, AR, voted for the Democratic presidential candidate was 1948.
They almost seem to be as crazy as Tulsa County, OK, which hasn't voted Democrat since 1936.

In the end, Trump won AR by a blowout 61-34-5, and wiped out every congressional district. Haha!
