Puerto Rico has it pretty good right now though I think they should become a state eventually and part of the population wants it to become a state.  I also know that the people of Guam and the US Virgin Islands would like to become states in the union but really it is all futile speculation anyway because the republicans would never allow these territories to become states  because they would (as the parties are now) being giving congressional seats and EVs to the Democratic party.

No I would not be ok with a flat tax because it isa classic example of a regressive tax.  And the poor would end up suffering unduly under one.

This site has a pretty clear definition of what regressive and progressive taxes are.  I hope you read it.  You're young and I hope you haven't frozen your mind into the dogma that you have been fed.
