You can pick up sponsorship if sponsor is no longer available, but if the sponsor withdraws the bill then it is withdrew

I believe it was demonstrated that the withdrawal of bills which have been seriously amended from their original form was not demonstrated as an established precedent.  It's all a very gray area and since there was interest in retaining the bill on the floor, I saw no reason why someone else could not take over sponsorship.

Basically your idea is that if one person said they wanted to keep a bill on the floor that was suppose to liberalize sex laws and now give free hot dogs to kids in Idaho, this would be acceptable?  Withdraw the bill

I wish to introduce an amendment to revise Section 4 to read as follows:

4. The Fund shall be used to pay off the national debt.
Unless the Senator from the Southeast can produce some study indicating at least a positive correlation between national debt and cancer rates, I ask the PPT to reject this amendment as frivolous.

Ok, Ernest.  I'm officially withdrawing the amendment I previously proposed and proposing to amend Section 4 to read as follows:

4. The Fund shall be used to research and prosecute brain cancer victims and survivors who have lied about their brain cancer condition.

So as to prevent anymore time wasting amendments from being made, I call for cloture on this bill under Article 4 Section 1 Clause 4 of the OPSR.  I'd much rather opponents simply vote nay on final passage than keep bogging the Senate down with procedural nonsense.

Technically, amendment votes only last five days unless an injunction has been made to extend the vote two days (that has not happened here).

However, the language in Article 4, Section 4, Clause 3 says that once the amendments have "Amendment(s) has garnered enough votes to pass or fail", then only will Senators not be allowed to change their votes.  This could be interpreted to mean that a vote change would be legal if the amendment is tied and no tie-breaking vote has occurred.

Here the amendments voted on received 4 ayes, 3 nays, 1 absention, 1 absence and 1 not voting.  That translates to a passed amendment to me unless we're going to start creating quorum rules.

The amendment passes, 4 - 3 with 1 abstention. In my interpretation of the OSPR, the vote closed 5 days after it opened which was before today.

We are now voting on the following amendment:
